Built around 1928 when the crooked section of Vermont Street was built. Before the Bayshore Freeway was built, the bottom
of the stairs connected to a one block long section of 21st Street between Vermont Street and San Bruno Avenue. All that's left
of that block of 21st Street is a curved section of concrete pavement in front of the retaining wall next to the stairs.
