A rather pointless stairway, it only connects to a (Long since sealed) back entrance of Phillip and Sala Burton High School, then connects back down to the summit of the block with a ramp. It apears to have been built slightly before the block of Dwight from Hamilton to Goettingen was built, and may have solely been intended to be an entrance to the school.
