A fence was erected at Corwin Street some time between 2012 and 2014, blocking off the bottom of the stairs. The stairs are still fully accessible from Grand View, all the way down to the fence.

The fence was installed shortly after several improvements were made to the bottom of the steps. New brick and wood steps were installed, and a wood gate was built. All of these improvements were then removed when the fence was installed.

I haven't been able to find any information whatsoever on what happened and why the improvements were removed so shortly after installation and the stairs were blocked off.
